ECNS and ECS explained
ECNS (Electronic Communications Network Services)
An ECNS License is one that is applied for through the regulatory body ICASA. This can be applied for by any level ISP, however, the Tier 1 & 2 ISP's are normally the applicants as they need to meet certain creteria which Tier 3, or resellers don't. Tier 3 ISP's qualify for a full exeption under the reseller program of a Tier above them. This exeption means that they have to still comply with and maintain the regulations of their parent Tier, whilst not having to apply themselves. Reseller have to sign stringent contracts stating that they will comply and maintain the regulations.
The ECNS License allows for the holder to lay cable on any public area or structure or roads or pathways or railways. It provides them with very broad permissions to establish their infrastructure while also imposing strict conditions.
ECS (Electronic Communications Services)
An ECS License is basically a lesser license which allows the services to be provided without having to astually build up the physical network
